H3AGC – Roma RoomThe Communications Regulatory Authority (AGCOM), in consideration of the perspectives of development linked to the introduction of the next generation networks (NGN) and in consideration of the need for analizing relative implications of regulation nature, started with Decision 405/08/CONS the Research Programme “Wide and ultra wide band infrastructures and services ” (ISBUL), managed by Direzione Studi, Ricerca e Formazione in cooperation with some main Italian Universities – Bocconi and Polytechnic University of Milan, Federico II University of Naples, Universities of Rome (LUISS, Roma Tre, Sapienza, Tor Vergata), University of Siena, Polytechnic of Turin and Imperial College of London. The Programme is divided into 3 Projects (Technologic, Economic and Legal) and 14 subproject (Work Packages) which are in completion during the current year 2009, with the objective of building a boost for the research in a considerable sector for the economy of our Country, a tool for defining rules and modalities of intervention turned to promote innovation and competiotion, a reference for the sector industries. In addition, the programme intends to put the basis for a permanent supervision of Auhotrity on technologic, economic and legal topics relative to infrastructural aspects of the wide and ultra wide band and the programme intends to provide useful results for the promotion and development of NGN networks to advantage of the whole community. Panel: Protection of Critical Infrastructures (Transport, Communications, Energy) National symbols, financial data centers, power stations, pipelines, dams, electricity distribution networks, telecommunications networks, hospitals and public buildings, ports, airports and railway stations are primary targets. Deep sea largeness together with the international right of free navigation lead to a variety of illegal activities. They are often related to organized crime, international terrorism and the spread of weapons of mass destruction. Coast infrastructures, maritime means of transport, gas pipelines, oil pipelines are primary targets of hostile actions, even terrorist attacks, therefore it is important to provide good defensive measures. This conference session will cover the technologies for the monitoring of territorial waters and coasts areas, for the air surveillance, for the anti-immigration actions by sea and land. The “dual use” military technology will be debated too, addressing the opportunities of the usage in civil projects for the land monitoring and control (video-surveillance, access identification, biometry and so on). This session will also cover maritime governance, looking at regulations, policy, legal and jurisdictional issues and coordination and cooperation between the regulatory bodies and the European member states. Demo Arena IP networks are a big opportunity and a big security challenge as well. It’s a well-known fact that dangers increase as users and network services increase. Traditional security measure must be updated in order to cover IP-based services, such as VoIP, to avoid negative effects in the quality of services.
